Every page is owned by a particular user. The owner of the page can choose to lock the page so others can't edit or add to it. A topic that is unlocked can be modified by any user registered and logged into the system.

To Add a new topic you must first be a registered user of the site. When you're on a page with the edit options down the right you can select to add a topic on the page you're on. Select "Add Topic" and fill in the information.

After you select a topic it will be made the top topic and two levels of branches will be displayed beneath it. To Move back up the branches select the icon on the left of the topic title.
